In a landmark win for student mental health and school safety, New York State officially passed legislation banning the use of cell phones in public schools from bell to bell as part of the FY2026 budget. LICAB proudly joined Governor Kathy Hochul, state lawmakers, and advocates from across the state to celebrate this transformative moment at a special event marking the passage of the measure.
The measure aims to eliminate in-school smartphone distractions, reduce cyberbullying during the school day, and create space for deeper peer connection and academic engagement.
LICAB Executive Director Joe Salamone attended the event, speaking alongside the governor and standing with fellow advocates who have long called for action to protect students from the escalating harm linked to constant smartphone access.
“Come September, students across New York will walk into schools no longer tethered to the pressure of their phones. They are freer to learn, to connect, to thrive. This is not just a policy. It’s progress. It’s protection. And today, it’s reality – and THAT is something to celebrate.” Said Salamone
